Overseas Workers Resource Centre

Several Indians are employed abroad in lower skill level jobs. Many of the Indian low skill workers employed abroad sometimes face problems such as poor working and living conditions and other challenges. Generally issues occur during three stages – pre-deployment, post-deployment and reintegration phase. The issues mainly pertain to exploitation by recruiting agencies, withholding of passports and related documents by employers, withholding and delaying of wages and other entitlements by employers. Problems are also being faced related to access to health care, detention, removal and so on.
The Ministry of Overseas Indian Affairs has established an Overseas Workers Resource Centre (OWRC) with the following objectives:
  • Information dissemination on matters related to emigration
  • Registering, responding to and monitoring complaints received from emigrant workers or prospective emigrants.
  • Grievance redressal and follow up with the stakeholders.
  • Walk in Counselling Center between 10 A.M. to 5 P.M. at D-19, Okhla Industrial Area, Phase-I,
    New Delhi -110019.
The OWRC at present is operating a 24x7 helpline to provide need based information to emigrants and their families through a toll free number. This information is available in 11 Indian Languages. The complaints or grievances received on the helpline are promptly attended to, and feedback provided to the complainant. The helpline numbers are disseminated as a part of the multimedia awareness campaign organized by the Ministry.

Online Grievance Redressal System
In order to provide the required support services to persons desirous of going abroad for employment purpose, the Ministry of Overseas Indian Affairs (MOIA), Government of India has set up an Overseas Workers Resource Centre (OWRC) as a facilitation Centre. Through the OWRC, emigrant/likely emigrant workers can seek the required guidance/assistance on issues of concern and problem areas.
